The GRI Rights-of-Way Best Management Practices Project included performing an industry and agency survey, a literature search, and regulatory review related to appropriate BMPs for pipeline construction. The industry and agency survey results assisted in identifying and prioritizing important environmental resource issues, and assessing the effectiveness of existing major regulatory requirements. The literature review focused on the priority issues identified in the survey and by the project Technical Advisory Group, and resulted in the review of several hundred pertinent sources on erosion and sedimentation control, soil compaction, and river and streambank mitigation measures and BMPs. The state-of-the-art in these areas was established and described. A number of new erosion and sedimentation control, soil compaction mitigation, and river and stream bank mitigation technologies and BMPs were identified and described. Implementation of these measures in appropriate situations could increase effectiveness, reduce costs or both. The regulatory review provided general background information on the existing Federal (U.S. and Canada), State, Provincial and local regulatory and mitigation requirements which will be useful in providing a baseline for the development of alternative BMPs. Based on the results of the study, an industry-specific erosion and sediment control BMP manual for pipeline construction is being developed.
